When does a Long Island deck need full replacement rather than resurfacing?

Composite deck replacement means tearing out the entire deck — frame, footings, ledger board, posts, and decking — and building a new structure from the ground up. It's more expensive than resurfacing (replacing boards on an existing frame) and more disruptive, but it's the right call when the structure underneath is compromised.

On Long Island, the combination of salt air, freeze-thaw cycles, and the volume of decks built during the 1990s and early 2000s means full replacement is a common conversation. A lot of that era's decks used undersized footings, non-galvanized hardware, and pressure-treated lumber that has passed its practical service life.

Here's the decision framework we use on every Long Island deck estimate.

Replace vs. resurface: the frame inspection test

Before quoting any deck project, we probe the frame with a moisture meter and a screwdriver. The decision is data-driven.

Replace the full deck when:

  • The posts show rot or soft spots when probed — this is load-bearing failure and is not a cosmetic issue
  • The joists have deflected (noticeably springy or bouncy when you walk across the deck) or show persistent moisture damage
  • The ledger board — the board that attaches the deck to the house — has moisture damage, failed flashing, or is pulling away from the rim joist

  • Hardware (joist hangers, post bases, lag screws) shows heavy corrosion, especially in homes within two miles of the bays or Atlantic coast

Resurface instead (keep the frame) when:

  • The frame passes a moisture probe test with no soft spots
  • The ledger board is solid and properly flashed
  • The deck is under 20 years old and was built to code with a permit
  • The surface boards are failing cosmetically — fading, mold staining, cupping, cracking — but the structure is sound

Compare this to resurfacing the same footprint (boards only, solid frame): $7,100–$13,700. Full replacement costs 40–60% more than resurfacing. Composite material options for Long Island deck replacement

Long Island's climate requires specific material choices. Salt air from the bays and Atlantic, summer humidity above 70%, UV from south-facing exposures, and hard freeze-thaw cycles from November through March eliminate early-generation and lower-grade composite products from consideration.

For replacement projects, we install only fully capped composite or 100% PVC decking.

We do not install uncapped wood-plastic composite on Long Island replacement projects. Uncapped WPC absorbs moisture at the exposed edges and ends. On LI's humid summers and wet falls, mold colonization typically starts within two to three years. The boards being replaced on most 1990s and early 2000s decks are uncapped WPC — we're not going to replace them with the same thing.

Does deck replacement require a permit on Long Island?

Yes. Full deck replacement always requires a building permit in both Nassau County and Suffolk County. This is not optional.

In Nassau County, deck permits go through the Town of Hempstead, Town of North Hempstead, or Town of Oyster Bay building departments depending on your address. In Suffolk County, your applicable town building department (Brookhaven, Smithtown, Huntington, Islip, Babylon, etc.) handles the permit.

Current permit fees for a new deck range from $350–$750 in most Nassau and Suffolk municipalities. One important note: if the original deck was built without permits — common on 1980s and 1990s construction — the replacement project may trigger an as-built review.
